今天与公司项目总裁一起走访了业主,感觉压力特别大

我突然发觉我不怎么自信了

面对着这个湖北省最大的厂务建设案子

我觉得自己那么有心无力

面对着客户的压力,公司的压力,还有自己责任的压力

我感觉有时候都吃不下去饭,经常失眠

他们笑我没有经历过太多

也许吧,任何人可以担以轻心,我不能

我必须全程跟踪到任何一个项目线索的转结

为什么责任这么累

也许他对我的信任就是我最大的感慰

这两天天气比较凉爽，但也感觉比较烦燥

项目出现了很严重的问题，我心里的压力感觉越来越大

但现在我无法逃离武汉现场

不知道明年这个关键时候是一个机会还是一个失败

我无法想像

今天晚上有点睡不着

我不知道明天如何面对这个会议

也许自己心里早已经有数了

但怎么样对待？

可惜回家的时候找不到回家的路了，害得我走了近40多分钟才找到

　上海外高桥物流中心有限公司与客户之间有三种合作方式。①出售园区内土地，让客户自建物流设施并运营和使用。该类型的只有一个中-荷特别合作项目（属于特例），即荷兰世天威鹿特丹公司的自建仓库项目（世天威仓储）；②将园区建好的仓库出售给入园企业；③将园区内建好的仓库整租或散租给区内外的客户。目前已经入区的企业包括：东方海外（中国）投资有限公司、商船三井物流株式会社、铁行渣华（中国）集运服务有限公司、上实外联发国际物流有限公司、怡亚通商贸有限公司、阿尔卑斯物流（上海）有限公司、上海高信国际物流有限公司、上海经贸山九物流有限公司、香港日本运通株式会社、上海近铁国际物流有限公司、东方嘉盛商贸物流有限公司、韩国韩进物流、DHL、UPS等。这些入园企业有不少是国际船公司下属的物流公司，也有服务于国际贸易、国际物流的本土物流公司和跨国型第三方物流巨头。
　　
　　目前各入园的物流公司自己负责自身信息系统的建设，并可以通过海关提供的信息终端查看自己入区货品的电子账册，但不能对海关信息系统进行数据录入或进行电子数据交换。园区物流企业的报关目前在区外完成，各公司通过各自签约的报关行（或代理公司）与保税区海关进行报关或备案。园区尚未建设统一的园区公共信息平台为入园企业提供公共信息服务。关于EDI数据交换方面，虽然有上海亿通公司（政府背景，有海关投资）提供类似服务，但保税物流中心认为按字节数进行信息传输收费的模式价格太高，且客观上不能为园区提供所需要的良好服务（上海亿通不理解区内企业具体需求），所以没有与之建立直接的业务关系。
　　
　　经过实地调研，我们发现各个仓库的停泊装卸位都设计得比较多（仓库两面都有，每面有10个以上的装卸位），仓库内部无隔离或分隔墙体，可灵活进行车位停靠、货品出入库和上架操作（仓库内部堆存区部分是平面仓，部分是立体货架）。目前商船三井和东方海外等入园企业都还没有应用RF和条形码技术。商船三井甚至没有上自己的WMS系统，还是靠EXCEL手工记账，靠仓管员的个人经验和记忆进行库内管理。东方海外则拥有自主开发的WMS系统，但该系统不包括报关模块。该公司（东方海外）管理员称，他们的报关报检走的是与仓库系统相互独立的另外一条线，所以报关和业务单证的数据录入上也必然存在二次录入的问题。有IT负责人称，东方海外正在计划上RFID，以实现整个供应链的全程物流跟踪。总体上看，目前这些入园物流企业每天的业务票数还不够多，尚能应付自如。
　　
　　虽然园区及上级主管单位都在强调园区的四大功能（国际采购、国际配送、国际中转、国际转口贸易，参见附件的流程图），但由于上海本地海关监管方面的原因，以及区内企业的业务拓展实践还存在某些顾虑或障碍，目前园区基本上还没有开展组合加工为特征的增值服务，甚至国内进区货物与境外进区货物集拼等都没有开展起来。我们也了解到：最近上海保税区海关重点在推国际中转的多种实践模式，尤其是二次集拼，或针对过境货物的一票多箱/CFS业务。但这些业务量还比较小，基本上都还处于试探性阶段。
　　
　　当前入区企业的业务主要是入区退税的“一日游”和商船三井等大型船公司下属物流公司依托于港口、航运的出口拼箱业务等。总体而言，园区业务量拓展很快。据统计，2004年的进出口额约4亿美金；2005年截止到8月底，进出口总额已经突破30亿美金。但真正实现区港联动的进出境货物量却很少。针对这种现状，园区及上级主管单位、海关都很关注，也各有各自的看法。这些看法包括：“园区一日游”的出口退税业务存在切实的市场需求，而进出境备案业务方面，上海外高桥保税区该类业务已经成熟并有大量运做，因此通过上海外高桥保税物流园区实现该类业务的市场需求相对较小。为了更好的发挥区港联动的真正优势，将体现在“二次集拼”等国际中转业务上，而这些模式在海关监管方面还有待放宽，以落实政策，实现进一步的发展。

简单谈一下上海外高桥保税物流园区的情况
　　
　　上海外高桥保税物流园区位于上海外高桥保税区，是经国务院批准进行“区港联动”试点的首家物流园区，与上海外高桥港区一二三期码头区港联动。上海外高桥保税物流园区于2003年12月经国务院批准设立；2004年4月15日首批通过封关验收；2004年7月15日开始试运作。
　　
　　上海外高桥保税物流园区的规划面积是1.2平方公里，封关面积约1平方公里。园区外围基本上没有可以进一步拓展的空间了。该区与外高桥码头一二三期进行区港联动，而与四五六期没有卡口可以直通，需要取道社会公路进行拖车运输，在海关监管方面存在顾虑。从下图可以看到，上海外高桥保税区正在规划建设另外一个保税物流中心（规划面积1.6平方公里），将与外高桥四五六期港区进行卡口直通的区港联动。
　　
　　目前上海外高桥物流中心有限公司已经投资建成的仓库为园区一期的五座平面仓（仓库总面积为10万平米，参见下图：国际配送区A和国际中转区A，实际上是五座独立的平面仓）和一个14万平米的集装箱堆场（作为外高桥一二三期的延伸，参见下图：集装箱转运区）。入区企业为16家。正在建设的园区二期工程将包括两座双层仓（参见下图：国际配送区B和国际中转区B），面积为28万平米，预计2006年初建成并投入使用。由于是双层仓，汽车通过坡道爬上二楼的高架中心通道进行装卸。规划中的园区三期（参见下图：国际采购区A和国际采购区B）也将由两座多层仓组成，仓库设计方案和面积未定（可能会是32万平方米，使区内仓库总面积达到70万平米），据称还在进行市场需求调研。
　　
　　值得说明的是，下图中标示的所谓国际配送区、国际中转区、国际采购区等只是在形式上为了体现按照海关总署和政府决策机构对保税物流园区给予的功能定位（具备国际采购、国际配送、国际中转、国际转口贸易四大功能）。在仓库的具体经营运做上，并不存在上述定义或限制，可根据实际经营情况自主进行各项业务活动。

傅长春储运有限公司在50年代以运输业起家，逐渐发展成能提供全方位物流服务的第三方物流企业。傅长春储运有限公司是新加坡最大的大宗散装物资装卸、包装、集散、转运的承包公司。同时也是第一家进驻新加坡裕廊化工区（是新加坡重点发展的、积聚了大量跨国化工巨头的工业区，生产领域包括炼油、石油化工、精细化工、制药等）的本土物流企业。我们在傅长春储运有限公司仓库运营经理陈绍强（Kenneth Chan）的带领下，进入了戒备森严的裕廊岛，来到该公司化工物流中心进行参观交流。
　　
　　傅长春储运有限公司化工物流中心的主要物流设施包括一个多层高架仓库和一个集装箱堆场（绝大多数都是框架式液体储罐型集装箱）。处理的化工品包括袋装（粉状或颗粒状）化工品，桶装液体或固体化工品。许多都是属于易燃易爆的危险品。
　　
　　傅长春储运有限公司PTC化工仓库大楼的一楼主要供货柜车停泊和装卸之用。二、三、四楼是货品储放区，每层楼都放置有高达六到七层的立体托盘高架。托盘上放满了不同颜色的桶装化学品、袋装化学品等多品种、多规格的产品。据仓库管理员称，即使是同一种产品，销往不同的目的地，产品名称可能会有显著不同。
　　
　　对于多楼层的高架货品存储，如果单靠电梯（载重货梯）上下，往往会形成库内货品转移的瓶颈。PTC化工仓库大楼装配了两套德国产的自动托盘搬运系统，可以按系统指令将整盘货在楼层间垂直搬运和水平传送。而Ascent ECS（设备控制系统）则很好的整合了该套自动设备的功能，并实现了与Ascent WMS的功能衔接。
　　
　　通过对几家新加坡物流企业的实地考察与现场交流，我们了解到新加坡的3PL服务业普遍采用了高效率的仓库设施（立体货架、自动或半自动搬运设备）以合理使用仓库储存空间，并运用信息技术，积极发展即时网上库存管理、货物跟踪及电子数据自动交换系统，为港口间、港口与内陆物流企业间、物流企业与服务对象间进行信息共享和及时传递物流信息创造了有利条件。尤其是对信息技术的广泛应用，包括计算机技术、网络技术、RFID&条码及扫描技术、GPS技术等，与物流环节紧密结合，实现了现代物流业与传统物流业之间的实质性飞跃。新加坡作为一个开放的自由贸易城市，具有发达而完善的交通信息和电信通讯网络，有了这些坚实基础，新加坡物流业近年来成长迅速。新加坡物流业的成功经验值得国内政府及规划部门、行业协会和广大物流企业认真学习。
